National Assembly discussions are in full swing regarding the Lee Jae-myung administration's national agenda of launching the third Truth and Reconciliation Commission within the year.
The National Assembly's Public Administration and Security Committee's Bill Subcommittee 1 held a meeting on the 26th to discuss a partial amendment to the Framework Act on the Settlement of Past Events for Truth and Reconciliation. The second Truth and Reconciliation Commission, launched in December 2020, concluded its investigation period in May and has now completed its comprehensive report. It is scheduled to conclude all activities on November 26th. Accordingly, the Presidential Committee on State Affairs has designated the launch of the third Truth and Reconciliation Commission as an urgent task, and Rep. Yoon Kun-young, floor leader of the Democratic Party of Korea's Public Administration and Security Committee, has also pledged to launch it within the year.

The amendment establishes the legal framework for the third Truth and Reconciliation Commission, securing the commission's effective investigative authority, guaranteeing victims' rights, and strengthening the democracy and transparency of its operations. Specifically, it includes:
▷ specifying the principle of victim-survivor-centeredness
▷ conducting a full investigation of human rights violations in group accommodation facilities
▷ prior investigation of human rights violations that occurred in group accommodation facilities, social welfare organizations, overseas adoption agencies, etc.
24 solidarity organizations, including the Brothers Welfare Support Victim Survivors Association, the Film Suk Jae Rehabilitation Center Victim Survivors Council, and the Brothers Welfare Support Non-member Victims Council, held a press conference in front of the National Assembly the day before and urged the swift processing of the amendment.
